Part of the Heroes Series:

Quick Answer

The best hero depends on state generation, development level and the job. For an early account, build an affordable three-class formation, keep Travis available for eligible infected farming, and use the correct resource specialist for gathering.

Maddie & Frank are Riders; Nikola is Gen 1 Infantry. Neither is the default gathering recommendation. Use Mike for food, Chef or Nanami for wood, Rusty for metal and Ghost for gas where those gathering bonuses are unlocked.

There is not a verified universal September 2026 combat order across all generations in this reference. A list that calls one Gen 1 hero the best forever would hide the most important part of the decision.

How to Read These Tiers

These are investment priorities for the stated role, not measured win-rate rankings.

  • Priority: solves a common problem at the stated stage with a usable acquisition path.
  • Conditional: good when its development and eligible skills beat your alternatives.
  • Hold spending: do not commit scarce general fragments without proving a useful replacement.

Compare heroes at the development you can actually reach. A fully developed older hero and a newly unlocked later hero are not equal test subjects simply because both portraits are gold.

Early Account Picks

Role Priority or practical starting option Conditional alternative Decision
Early Infantry slot Chef as an accessible Epic Nikola if sufficiently developed Compare current troop stats and the relevant mode
Early Rider slot Travis for eligible infected farming Maddie & Frank for a developed combat lineup Stamina efficiency and combat strength are different goals
Early Hunter slot Sarge for early PvE Eva or another developed Hunter for its eligible role Read troop battle skills separately from Explorer skills
Explorer combat A leveled squad with survival and usable active skills Swap one hero to solve a particular stage Positioning and active skill timing matter
Later-state combat Current available, developed heroes appropriate to your role Older heroes with a demonstrated useful skill Do not import an early-state ranking

Use the early F2P hero guide for fragment budgeting and a concrete starting roster. Acquiring a portrait is not the same as funding the hero's usable rank.

Gathering Picks

Resource Specialist Troop affinity
Food Mike Hunter
Wood Chef or Nanami Infantry
Metal Rusty Infantry
Gas Ghost Rider

Choose the specialist for the tile you are sending to. Add suitable troops and enough load to complete the trip; three unrelated high-Power heroes do not automatically replace the resource-specific bonus.

Mikoto is a resonating gathering option with compatibility conditions. Check the eligible partner and bonus before assuming the gathering effect applies to any hero. Do not confuse a general gathering bonus with a food-only specialty.

The gathering guide covers march load, available slots and when to send longer trips. Gathering specialists remain useful even after their combat stats stop being competitive.

Rally Leader and Rally Joiner Rankings Differ

A leader supplies a developed formation for the rally. A joiner must follow the caller's requested hero and troop setup. Do not assume every joiner's full three-hero kit contributes exactly as if that player were the leader.

For Influencer Trap, use damage reports from that boss and comparable rally conditions. For player combat, use the PvP and rally guide and the current matchup. A Trap recommendation does not establish the best settlement defense.

When a caller requests a particular joiner hero, ask whether your rank or skill level meets the requirement. A famous name with an undeveloped relevant skill may not fulfill the intended role.

Garrison: Avoid the Explorer-Skill Trap

Read whether the effect is labeled for Explorer or troop battle. Nikola's Explorer tower ability is not, by itself, evidence that he is the strongest settlement garrison hero against later generations.

Evaluate the actual defensive formation, compatible troop buffs, reinforcements and opponent. If the attack is outside your account's capacity, a Peace Flare and protection plan addresses the problem more directly than buying fragments for an old “S-tier defender” label.

A Replacement Test

Before changing your main formation:

  1. Confirm the replacement fills the intended Infantry, Rider or Hunter slot.
  2. Read the skill's mode and activation conditions.
  3. Work out the rank and skill level affordable with your existing stock.
  4. Compare relevant stats at that reachable development.
  5. Test comparable reports while changing one factor.

Keep a record of the target, troop composition and buffs. A result against an easier enemy is not proof of a stronger hero.

F2P and Spender Plans

F2P: use hero-specific fragments where useful and preserve scarce general Legendary fragments for a planned replacement. Epic and Legendary fragments are separate resource types. Do not save purple fragments expecting to spend them on Nikola or Ash.

Spenders: decide which role the purchase improves and fund the required usable rank. Buying every new generation's portraits can spread a budget without completing any meaningful formation.

Common Mistakes

  • Calling Maddie the universal best gatherer or Nikola the gas specialist.
  • Ranking troop defense from an Explorer skill description.
  • Comparing heroes without their state generation and rank.
  • Applying a rally leader recommendation to every joiner.
  • Treating a table's tier label as evidence of testing that was never performed.

FAQ

Who is the best hero in State of Survival? There is no single answer across states and modes. Start with your available generation, role and realistically attainable development.

Who should gather gas? Ghost provides the relevant gas gathering specialty. Check his current bonus and the march's load.

Is Nikola Gen 2? No. Nikola belongs to Gen 1; Wolfe is the Gen 2 Infantry hero.

Does a strong Explorer skill make a hero a top rally hero? No. Explorer and troop battles use distinct effects. Read the troop skill and its conditions.

Key Takeaways

  • Rank for a specific role and state, not for the portrait alone.
  • Use resource specialists for gathering.
  • Keep Explorer and troop-battle effects separate.
  • Spend general fragments only against an attainable replacement plan.
