What's the difference between hero fragments and badges?

Fragments are hero-specific and gate unlocking and starring up. Badges are general and used for levelling. Fragments are the real bottleneck.

How many heroes should I invest in?

Three as a core, plus a gathering hero. More than that dilutes fragments.
