Part of the Alliance Series:

Quick Answer

The revamped State Transfer system uses player tiers, destination slots and Governor-reviewed applications. You can apply to one state at a time. Cancel or wait for rejection before choosing another; approval makes the destination commitment irreversible within that application.

Read the Transfer Pass requirement on your own application screen. This handbook does not have a verified universal rating-to-pass table for the revamped system. Do not buy passes from an assumed bracket, or use a similarly named migration chart from another game.

A merger is a separate process: use the State Merge guide when designated states are being combined. If you are returning after a break, first compare the choices in the returning-player guide.

Overview

A migration decision has three separate questions: whether your character meets the transfer conditions, whether the destination has an eligible slot, and whether its Governor accepts your application. Enough passes alone does not answer all three.

The workflow below reflects the 1.24.900 transfer revamp. Check the event rules in your state for subsequent changes and session dates. The old fixed sequence of power-cap days, alliance invitations and unrestricted movement should not be applied to this application system.

State and Player Tiers

State tiers Player tiers
Shelter Rising
Fortress Elite
City-State Master
Keystone Grandmaster

These are two separate classifications based on transfer points. The rows are not a one-to-one permission map. Each state tier offers a specified number of slots for each player tier; inspect the destination's allocation and remaining availability.

Do not infer a player's transfer tier from Battle Power alone. The developer announcement describes a new categorization algorithm without publishing a complete formula. Lowering one visible account statistic is not a verified way to reduce the pass requirement or change eligibility.

Apply, Receive a Decision, Then Transfer

Stage What you can do Critical limit
Preparation Inspect destinations, slots, conditions and required items A conversation with an alliance is not Governor approval
Application Submit to one eligible destination You cannot maintain applications to several states at once
Before approval Cancel, or wait for rejection, then apply elsewhere Canceled or rejected applications refund transfer items under the revamp
After approval Prepare to move to the approved state The application cannot be canceled or changed
Transfer stage Manually complete the transfer Approved players who wait may be moved automatically on the final day

The published revamp specifies final-day automatic transfers at 06:00 and 10:00 UTC. Read the current event timer as well. Waiting until the last day is not a reliable way to reconsider an approved move.

How to Check Your Transfer Pass Cost

Open the current transfer event, select the intended destination and inspect the application requirements for that character. Record the rating or tier, item quantity, destination and event version together.

A useful personal record has these fields:

  • Origin state and destination state.
  • Player transfer tier and the destination's matching slot availability.
  • Exact transfer item name, required quantity and quantity owned.
  • Application deadline and transfer-stage deadline.
  • Every unmet condition displayed by the game.

This is a record of one account's quote, not a universal price formula. Recheck it before purchasing or submitting, especially if your account or the session conditions changed.

Avoid extreme “cost reduction” advice such as dismissing useful troops based on an unverified rating formula. That creates a real account loss without a demonstrated saving.

Pre-Transfer Conditions: Verify the Current Checklist

Earlier migration formats included conditions involving HQ, alliance membership, state office, active marches, Hospital or Enlistment troops, recent transfers, destination character counts and resources. The revamp announcement does not restate every one of those rules or its numeric limit.

Use the live requirement panel for the exact values. Do not treat an old HQ-16, 90-day or four-character checklist as confirmation for the current session. Resolve each displayed blocker while keeping enough time for recovery and travel.

Likewise, read the actual warning about resource treatment before spending, discarding or opening resource packs. A Storehouse protection limit and a transfer resource rule are different concepts; the previous blanket claim that all resources above protected capacity disappear is not a verified rule for this version.

Choose the Destination Before Applying

Ask the prospective alliance about active hours, languages, Trap schedule, rally attendance, membership expectations and state agreements. Check whether their normal event schedule fits your play time.

A high state ranking does not guarantee a good personal fit. If your issue is limited to one alliance, compare joining another in the same state before committing transfer items. If friends are moving together, confirm each person's eligibility separately: a slot suitable for one tier may not accommodate another.

Make the distinction clear in planning conversations: an alliance welcome, an available tier slot and a Governor-approved application are different steps.

What to Record Before Moving

Save the application's approval, transfer quote and any warnings about possessions, events or rankings. Finish claims whose eligibility depends on current membership or event participation. Confirm where you will join after arrival and what time the destination expects you.

After transferring, verify the character's state, inventory and intended alliance. If something differs from the preview, retain the screenshots and use the account-help process with the exact event and character details.

F2P and Spender Plans

F2P: determine the actual item requirement and an attainable destination before committing scarce currency. Account spending status by itself does not establish transfer tier or cost.

Spenders: buy only against the current quote and confirmed plan. Purchasing the passes does not reserve a slot or oblige the destination Governor to approve you.

Common Mistakes

  • Using five state tiers when the cited revamp lists four.
  • Treating a destination alliance's invitation as Governor approval.
  • Applying speculatively and expecting to cancel after approval.
  • Buying against an unverified pass chart.
  • Waiting past the manual window despite final-day automatic transfer.
  • Destroying resources or troops to satisfy an assumed old requirement.

FAQ

How many Transfer Passes do I need? Use the quantity displayed for your character in the active transfer event. A verified universal pass-cost table is not provided here.

Can I apply to several states? The revamped system permits one active destination application. Cancel or wait for rejection before applying elsewhere.

Can I cancel after approval? No. The 1.24.900 revamp makes approved applications unchangeable and uncancelable.

Are transfer items refunded after rejection? The revamped rules refund them when an application is canceled or rejected. Approval is a different state of the application.

What if I do not manually transfer? The published revamp schedules automatic transfers for approved players on the final day at 06:00 and 10:00 UTC. Check the current event's rules and timers.

Key Takeaways

  • Check character conditions, destination slots and approval separately.
  • Read your own transfer-item quote before buying.
  • Commit to the destination before the Governor approves the application.
  • Keep current screenshots instead of relying on an older migration checklist.
